It really depends on the dog... if you have a dominant aggressive dog this is a complete no-no. They can become terretorial about toys/food and may begin biting.
Never allow children to ever play tug-of-war with a dog. The dog will feel superior to the child and it may lead to issues.
Also children don't always learn control the amount of pressure and may injure the dogs teeth (especially puppy teeth)
My working shepherd was taught bite work and part of their training is tug-of-war. If that tells you a little about tug-of-war and aggression. They play this ';game'; with the aggressor in the bite suit who later on in their training they will move up to biting this person. Always take the toy away though before he gets bored with it, so you can place your dominance back over him and he won't lose interest in a valuable teaching toy. This toy can now be used as a reward for other obedience.
