Yep that's the point of the kong. The people who made it designed it like that to exercise your dog's mind. My dog loves trying to get treats out of there like dog biscuits, and small bones. They can work at it for hourse because it drives them crazy bieng able to smell the food, but not bieng able to get at it.

Kongs aren't really for playing with. It's more a big new challenge for the dog to try and get the treat from inside the kong. Kongs usually occupy dogs for a good 15-30min. I always give my dog her kong while we eat so she doesn't beg us for food.
That is the point of the Kong toy. My dogs get bored with them pretty quickly. They prefer Buster Cubes and Tricky Treats. We play hide and seek with the toys and then they roll them around to get the food out.
That's the whole point. You put peanut butter in and the dog will spend all day trying to get it out. The reason its like that is that then your dog builds stronger teeth biting the plastic and trying to get the peanut butter out.
