When he is alone with you, give him his favorite treat, or a piece of hot dog. Practice over and over and OVER again ';COME'; and give him a treat every time he comes. Only try 10 minutes at a time, a few times a day. He will learn what come means!
Always remember that you have to be more exciting than what your dog is involved in. Get down on your knees and open your arms up so he'll see you're down and welcoming him. Be really excited saying his name and ';come here!';How do you get your dog to focus on you?

tons and tons of training with distractions...... try an obedience club,,, there you will learn to train your dog by slowly adding distractions.. bottom line,, YOU need to be way more interesting than other dogs...
it can be done... border collies are very trainable,, you need to find the key
i would work on teaching him how to ';come'; instead of just watching you, maybe walk him and show that your the leader of the ';pack';
i make noises with my mouth or clap my hands..it alwayz helps
Be patient...you have a very intelligent, very energetic breed! Let him play awhile and get it out of his system--burn off some energy first! Then, always learn new behaviors in a quiet environment free from distraction. As he learsn, gradually begin to add distraction. Expecting him to learn and concentrate on you when all of his doggie friends are playing is not fair and will make him very frustrated. Give him time, have patience, and practice a lot!
With having border collie in him will he work for toys rather than treats?
When you give the command ';watch me'; squeek the toy then when he looks at you throw it for him and let him fetch it then eventualy wean him of the toys.

first of all i recommend that you watch a couple of episodes of the dog whisperer and he shows you how to get you dogs attention and keep it i would tell you but im not good at doing it in writing i could only explain it by talking but he is great and its easy to understand i believe that there are even episodes on line he is on the national geographic channel GOOD LUCK:) sorry i wasnt much help
I was taught to have a tasy treat in my hand, if i couldn't get my dogs attention i had to pretend to nibble the treat, dogs usually respond to the nibbling noise.
Be patient and keep trying....don't give up.
try clicker training as this can really get a dog to focus, there are some good books which teach the technique of clicker training and it is great for attention work

border collies are a very notoriously hard dog to train, they are very active, and are very curious. You might want to separate dogs while you train them, and maybe integrate 1 dog at a time while you train, don't forget rewards, both as attention/petting and treats. Hand feeding is a very good way to tame a dog, or any animal for that matter. Practice the ';watch me'; command while you feed him/her. Having other dogs around might make it difficult to monitor the eating habits of one dog. Treats seems like it would be the main way to go. Here are some helpful sites:

Patience, and you don't want the dog to be around alot of other dogs when training to focus on you or treats or toys around either.
the only treats to have around are training treats in our pocket, when the dog does what you want, then phrase the dog and give the dog a treat.
distractions is the root of not being able to train properly, when the dog has mastered the training you want them to have, then add a little more treats around the dog, and more outside distractions, till trained, you do not want alot of other distractions......
love and pet the dog, talk to the dog, phrase and treats when done well......take your time,and you will be pleased with the end results.....a well trained dog....

when you start off, be in an isolated room where it's just you and him- if there's a window, close the blinds. Hold a treat near your face and say ';watch me'; stern and serious. Hold it for a while and then say ';good dog'; and give him the treat.Do this a few more times and then open the window (make sure he sees you open the window) and do it a few more times. If he masters this then ask a friend or family member to walk by with one of your other dogs. (keep walking by over and over again) and do the 'watch me' a few more times. Once mastered, take him out in the regular part of your house and do it- first with a treat then without after a few times. Just keep progressing and adding one little distraction at a time. For example put him in the 'watch me' command and have a friend squeak a toy behind him. Make sure he keeps watching you. You shouldn't pay any attention to the toy either. If he messes up then loudly say ';ehh! no!'; Then try again until he gets it, then you can praise.
