I don't want to put one of those zapping collar things on him and we take him for a walk everyday. We play with him every morning and afternoon before school and work and we take him to the dog park every weekend.

Here are nine ways that have worked very effectively for many dog owners who have to deal with angry neighbors who complained about their dog barking.
(1) get another dog as a companion for your dog. If your dog is a large dog, you can get a small dog, preferably a small spayed *****. They will soon become excellent companions.
(2) Another solutions is to get a toy for the dog. Dogs love their own special toys. Choose something very durably like a kong that cannot be damaged. During the day make a point of playing with the dog to get rid of excess energy.
(3)Also make sure that your dog has it’s own special space to sleep where it can be comfortable and feel secure. Stress is far more common with dogs than people realize. A dog needs to have it’s own area of security as much as humans.
(4)Training is absolutely essential with all dogs. A training school is an ideal place to train your dog because of the opportunities for socialization. The socialization should begin early. Not only with this prevent aggression with other dogs as the dog grows older, it will also result in a more balanced temperament.
(5)If it’s not convenient to join a training class, this should still not prevent you from socializing your dog by taking it for a walk in public place.
(6) If you hear your dog barking incessantly at night, first of all establish from the sound of the bark whether the animal is warning you of danger or whether it is just barking with no apparent reason.
(7)If the dog has had some obedience training, you can go and correct the dog with a firm “No!” in the same way as you did in obedience classes when you had to correct the dog unsatisfactory behavior.
(8) If you have never had any obedience classes this make the situation a little difficult. Don’t shout your correction from inside the house, because this has the effect of giving the dog the attention it wants. Establish your own training schedule. Use a command that the dog understands when it does something that is not acceptable to you.
(9)Although you may be tempted give the dog a chew, especially if the barking continues at night, DO NOT DO THIS. Try and resist the temptation. The dog will obviously bark to attract this type of action from you.

Electric collars are mean and hurtful and a bad way of training. Especially since some people, hopefully your not one of them, crank it up to the highest level and it hurts so bad, they use it on their dog and they have no idea how it feels. Plus, I think sometimes the pain may perhaps get them more agitated. It does work but with a major problem it does not.
Anyways, positive reinforcement, not negatively shocking him with punishment. Positive reinforcement always works better for dogs. This means to reward them instead of to punish them for all their misbehavior. But sometimes you can punish them in a way, but not for every mistake he makes.
I think the best teacher is Victoria Stilwell from ';It's me or the dog'; on Animal Planet, if you've ever watched it.
Anyways, when you go on a walk, have treats with you, spot the problem before him. When you see like another dog or something, get him to sit and ';watch you'; make him pay attention to you, who has the treats in your hand. Also, a variation, you can hold dog treats to his nose he'll lick it from your hand and ignore the other person/dog/cat/etc. as it passes.
As for waking at 3am, sorry but you may have to dog train him even then. For this one though, put him in ';doggy time out'; put him in a room where he can't hear the distraction and hes away from people, and a room where he won't bark no more. Once he shuts up, which should be shortly and if not use another technique. Bring him out, if he starts again, put him back again. Eventually, if hes not a persistent dog, he'll learn bark=timeout, and wont bark.
Also, the old fashioned way, when he barks, clasp his muzzle with your hand and so ';stop'; or ';No'; or some command to that nature, once you release your hand treat him. If he reapeats the barking again, repeat punish and treat.
All of these take consistency and time, training a dog is no small matter.
Edit: Hey, look at that, I found a video of victoria stilwell teaching no dog barking, it might be a different technique than I metioned, shes got more than one, but all the same.

Even though your dog gets tons of exercise he still sits or sleeps at the house all day. Since the dog sleeps all day he or she can become antsy sometimes during different parts of the day. I would suggest getting your dog a quiet chew toy that it can play with at all times of the day. The dog is seeking for some simulation, because it's bored. Trust me once I did that for my dog she got quiet at night and day. Depending on where you are from you can actually take your dog to the pet shop and he or she can pick it's favorite toy. What I did was I gave my dog a few different choices and she become very excited on one particular toy. It was such a success!
